Are electrically connected battery back-up smoke alarms when installed too close to air supply ducts (for heating and cooling) according to manufacturers specs. the responsibility of the electrical inspector or the building inspector to write the violation?

The responsibility for writing the violation lies with whom ever sees the violation. If this is new construction, this should be caught on the rough inspection. The code guidelines are in NFPA72 in Chapter 11. I'm not sure where or if they are in the MRC. Of course the manufacturer's instructions contain the guidelines but they may not be available on the rough inspection.
