Inspected a whole house generator installation. The existing service panel was a Federal Pacific, however  at some point before this installation the interior was changed out with  a GE breaker interior. This is a major violation although the home owner purchased the property this way.Would the violation go to the contractor that installed  the generator, because they did connect a 2 pole off brand circuit breaker in this panel.Or would the home owner get the violation.Any comments please. Thanks

The problem is two-fold. The Contractor should get a violation quoting: E3403.3 Listing and labeling. Electrical materials, components, devices, fixtures and equipment shall be listed for the application, shall bear the label of an approved agency and shall be installed, and used, or both, in accordance with the manufacturer's installation instructions. [110.3(B)]

The homeowner should get a violation for not keeping his/her home in good repair per Michigan Electrical Code Part 8 Rules: 80.18. Maintenance of existing wiring and equipment. Every building, structure, or part thereof shall be kept in good electrical repair by the owner.
